46 ‘bogus’ employees from 23 merged villages dismissed from PMC services

Pune : NpNews24 Online – The Pune Municipal Corporation (PMC) has dismissed 46 employees recruited by the recently merged 23 village panchayats. Around 27 such employees are from the Bavdhan Budruk Gram Panchayat while 12 employees are from the Narhe Gram Panchayat.

The 23 villages in the city outskirts were merged into the PMC last year. They included Mhalunge, Sus, Bavdhan Budruk, Kirkatwadi, Pisoli, Kondhwe Dhawde, Kopre, Nanded, Khadakwasla, Manjri Budruk, Narhe, Holkarwadi, Autade Handewadi, Vadachiwadi, Shewalewadi, Nandoshi, Sanas Nagar, Mangdewadi, Bhilarewadi, Gujar Nimbalkarwadi, Jambhulwadi, Kolewadi and Wagholi. It was noticed that bogus employees were recruited in these gram panchayats after the government announced their merger into the PMC. The civic body transferred the properties, offices and staff of these local bodies and took their custody.

Later, ZP CEO Ayush Prasad set up an inquiry committee to find out bogus recruitment in these gram panchayats. The committee confirmed the bogus recruitment. The names of these 46 employees were not registered in the records of these gram panchayats. Till then, the PMC had not issued appointment letters to them. The civic body did not even pay salaries of the employees who were serving long before the merger. The ZP has submitted its inquiry report to the PMC, which is issuing appointment letters to the employees of these gram panchayats. Municipal Commissioner Vikram Kumar directed removal of the 46 employees named in the report from their services.

The number of dismissed employees and gram panchayats are as follows: Bavdhan Budruk – 27, Narhe – 12, Jambhulwadi-Kolewadi – 3, Sus, Autade-Handewadi, Kirkatwadi and Mangdewadi have one employee each. There are eight women among the 46 dismissed employees.

The inquiry revealed that the bogus recruitment was carried out due to political pressure after the merger announcement and during the legal process of merger was being conducted. These employees were appointed as health workers, infectious diseases controllers, sweepers, street lamp workers, toll recovery workers, drivers and water supply workers. They were drawing salaries ranging from Rs 2,500 to Rs 6,000.

These employees would have got 5-digit salaries as per the 7th pay commission recommendations, had they been accommodated in the civic administration.
