Municipal Commissioner and Administrator Vikram Kumar presents budget of ₹9,515 crore for 2023-24; No new taxes levied
PPune : NpNews24 Online – Pune Municipal Corporation (PMC) Budget | Municipal Commissioner and Administrator Vikram Kumar on Friday presented a budget of ₹9,515 crore for 2023-24 which does not levy any taxes but takes into consideration income from PMRDA, expected taxes from included villages and income from bonds. In the coming year, the 24×7 water supply project and Pradhan Mantri Awas Yojana will be implemented. Kumar said in the press conference that sufficient allocation has been made for JICA Project, Mula-Mutha river rejuvenation project, supply of water to newly included villages, drainage lines and storm water drain project. Since the PMC is being ruled by an administrator, for the second consecutive year, Vikram Kumar presented the budget for 2023-24. Later, he spoke in detail about various aspects of the budget in a press conference. Addl Municipal Commissioner Dr Kunal Khemnar, Ravindra Binwade, Vikas Dhakne, City Engineer Prashant Waghmare, Chief Accountant Ulka Kalaskar were present.
No tax increase has been suggested for the budget, Kumar said and pointed out that the state government has decided to re-introduce the 40 per cent rebate in the property tax. From 2019, 100 per cent taxes are being recovered from new properties. Owners of old properties had been sent notices. After the final decision is taken by the state government, revised bills will be sent and in five years, property tax would be charged for newly included villages in the ratio of 20-40-60-80 per cent and 100 per cent in the fifth year. This would lead to an increase in revenue generated by tax.
At present, the permission for building construction in newly included villages has to be taken from PMRDA. Next year, the PMC is going to get the power to sanction construction projects. Seventy five per cent income generated from sanctioning of construction projects would be given to the PMC. The plan for laying the drainage line in the newly included villages is in the final stage and plans are being made to take a loan of ₹400 crore from JAICA and other organisations. Hence, the PMC is likely to get an income of ₹9.515 crore in the next financial year.
The PMC has regularised the employment of 700 workers of the included villages. Recruitment of 750 new employees has been carried out and due to the implementation of the seventh pay panel recommendations, the salary expenditure is expected to be ₹3,000 crore. A deadline of February 2024 has been set for the completion of the 24×7 drinking water project. Hence, a substantial allocation has been made for the water supply department. The work of constructing 2,900 houses under the PM Awas Yojana would be completed.
During the next financial year, eight new flyovers would be constructed. A new scheme would be implemented for citizens paying property tax on time. Hawkers’ parks are going to be started at open spaces and amenity spaces, Kumar said.
A provision has been made of ₹170 crore for small works in wards i.e. ₹1 crore for small works in each ward. A provision has been made for ₹5 crore for each ward i.e. ₹75 crore for 15 ward offices. More than sufficient allocation has been made for drinking water, drainage and storm water drains in 23 included villages in the budget. In next few months, water supply works would be started in Ambegaon, Wagholi and Manjari. After digging work is completed, the road works would be undertaken, Kumar added.
