In this regard, Fadnavis said, “Earlier in Mumbai, the post of Commissioner of Police (CP) was of ADG (Additional Director General Of Police) level. After I became Chief Minister, I upgraded that post to DG (Director General Of Police) level. So generally in our hierarchy, the post of Joint Commissioner of Police (Joint CP) is of IG (Inspector General of Police) level. IG level officials report to ADG level officials and ADG level officials report to DG level officials. However, looking at the reach of Mumbai, we made the post of Police Commissioner concurrent to DG level but we could not create the post of ADG level in between. For some reason it was not done.”

 

 

“So now the post of ADG level has been created. Although we have named this post as Special CP, it is under the jurisdiction of the Commissioner of Police, Mumbai. He will have to report to the CP, Mumbai. Those who are Joint CPs of IG level have to report to Special CP. So, I don’t think we have done anything different,”said Fadnavis, and added that he has now carried out the missing link.

 

The transfers of senior IPS officers in the state police force took place in the beginning of December. At that time, the appointment of IPS Deven Bharti was shown pending. Finally, Deven Bharti was appointed as the Special CP of Mumbai by the State Home Department on Wednesday. Deven Bharti, a senior IPS officer, is known to be close to Devendra Fadnavis’. He is a 1994 batch IPS officer. When Fadnavis was the chief minister, it was said that Deven Bharti was the most powerful police officer. At that time, Bharti was working as Joint Commissioner L&O (Law & Order) and then ATS Chief in the Mumbai Police Force. After the Maha Vikas Aghadi government came to power, Bharti was transferred from the post of ATS chief. Bharti was in a non-executive post during the MVA rule.

 

Even after the change of government in the state, for some time, the senior police officers were not transferred by the Home Department.

 

However, the transfers were made in the beginning of December. Now, the post of Special CP has been created in the Mumbai Police Force.

 

However, Fadnavis, while speaking to the media in Pune, clarified that the post of Special CP is only to carry out a missing link in the Mumbai police force.
