Aditya Birla Hospital CEO, administrative officer arrested by Wakad police for detaining BPL patient over bill payment

The Wakad police station, under Pimpri-Chinchwad police commissionerate, on Friday arrested and released CEO of Aditya Birla Hospital and two others in connection with holding back a 72-year-old patient over bill payment issue.

Based on the complaint from son of the patient Dashrath Arde, a resident of Pimpri, Wakad police station had registered the FIR against CEO Rekha Dubey, administrative officer Rajesh Dubedh and the bouncer for offences under sections 344 (wrongful confinement),323(punishment for voluntarily causing hurt) and 34 (common intention) of the Indian Penal Code (IPC).

On Friday afternoon, police arrested CEO Dubey and Dubedh and released them on bail.

According to police, the patient was admitted on August 8 and discharge papers were prepared on August 11. However, he has detained overpayment of a bill of Rs 86,586 even though he was exempted as he belonged to Below Poverty Line (BPL). When his relatives including son came to see him, they were prevented by the bouncers deployed by hospital authorities. Later, the relatives called the police who rescued the patient.

Rekha Dubey, CEO, Aditya Birla Memorial Hospital, had earlier said, “The patient was admitted on 8th August and received proper treatment. While getting discharged his family had agreed to make the payment but then suddenly told us to consider the patient in IPF (Indigent Patient Fund) scheme. We informed the patient’s family that there is a process and we cannot consider every patient under the scheme. However, they kept arguing and 5 days post discharge they contacted MSW. IPF Scheme is created for the needy and patients who can afford the treatment should not take misadvantage of such schemes. Also, these self-proclaimed social workers should understand the protocols and not take advantage of their position.”

After the FIR was registered against them, she wrote to police demanding action against the ‘social worker’ who allegedly manhandled staffs of the hospital.

“Incident happened in the hospital between 7:00 pm to 7:30 pm on 22nd August’18. The allegations made against the Hospital and its staff are totally baseless and we are denying them completely. The patient by name Mr. Dashrath Shivaji Arade, age: 72 years, was admitted in our Hospital for the neurological disorder at 11:07 pm on 8th Aug’18 under Dr.Nilesh Nandkarni (DM -Neuro). After examination by the duty doctors of emergency, he has been advice various scans i.e CT & MRI and other investigations as per admitting consultant along with Critical Care Expert. All the investigations were carried out by the hospital and doctor found there was other problems were also present apart from Neuro. Accordingly, other organs were also treated by the various methods. His conditions were serious as per his medical reports. He was advised by the doctors to shift him in the rehabilitative center as he needs to prolong stay due to his medical conditions but his various medications were on & he cannot stop his medication. However, we regret to state that one person, whose name we came to know later is Mr. Mohammed Ajij Shaikh & his son accompanied by one Police Officer suddenly forced their entry into the Hospital at around 7:00 pm on 22nd August’18 and they straightway went to the Patients Care Area where Mr.Dashrath Arade was undergoing his medical treatment along with other patients. Mr. Shaikh abused the medical staffs filthily who were attending the patients and pushed them (Nursing, & other paramedics). They took the medical record of the patient without any approval or authorization. Sir, medical records are confidential documents of the patient and we are legally bound to protect the privacy of each and every patient those who all the taking treatment from our hospital. They took the patient Mr. Arade along with few original medical record papers with them out of the Hospital. It is pertinent to state that the patient Mr. Arade’s were not in a healthy condition to take away in such way. In case his health condition will worsen due to such an incident then how they will manage it is best known to them. One so-called social activist Mohammad Shaikh started harassing our staffs. In the past also he has engaged in such activities”, the CEO wrote to police.
