Pune Zilla Parishad | Pune Zilha Parishad has been accorded Late S S Gadkari Award for innovation in public administration

Pune Zilha Parishad identified 1183 work processes across all departments of Zilha Parishad. Each process was mapped with regard to the data required, the decisions to be taken and the nature of order and & execution of the decision. For each process, we had to study the law, the rules, the regulations, the government resolutions, orders of various courts, standing orders by superior offices and some practices that have developed. Contradictions had to be reconciled to create coherent processes. We categorised them into 7 types and nortified them under the Right to Services Act, 2015 as per an order on 25th January 2022.

We delegated several powers of the Chief Executive Officer that were reparative, did not have discretionary decisions and were within the administrative and financial capacity of subordinate officers. The entire process lasted 7 months and involved all officers and staff of Zilha Parishad. Such deep research helped in training and capacity building of all involved with regard to the work being carried out by them. These processes were made into encyclopaedic manuals and were released by Shri Sharad Pawar Ji on the occasion of Zilha Paridhad completing 60 years. Sh. Bharat Shendge, Sh Kamlakar Randive and Sh Rahul Kalbhor led the efforts in Pune Zilha Parishad.

Mahalabhathi is an idea that we have worked in collaboration with MKCL in two phases. In the first phase, the search engine generated list of schemes on basis of personal information submitted by the citizen. We had piloted this project in Junnar and Ambegaon among tribal communities. It helped in creating awareness and a large number of them accessed schemes.

In the second phase implemented at Pune Zilha Parishad, we invented the family folder concept and designed the single master form for citizen and families to access all schemes being implemented by Pune Zilha Parishad. The dynamic system not only identified the beneficiaries but it has also helped to process the application. The case management software ensured ease of access and helped people get benefits. It saved costs for publicity and administative process and ensure adherence to rules. It has enabled us to process large number of applications within a short period of 15 days. Nearly a lakh persons have used the software and benefitted from various schemes. Sh Sameer Pandey, Jt MD of MKCL, Sh Vinayak Kadam, Business Development Manager of MKCL, Sh Anil Deshmukh, Agriculture Development Officer and Dr Shivaji Vidhate, District Animal Husbandry Officer developed this software.

Both these initiatives have furthered administrative thought and Pune Zilha Parishad is grateful to Indian Institute of Public Administration and former Chief Secretary Shri Swadheen Kshatriya Sir for recognising our efforts.
