Pune : NpNews24 Online  –Pune PMC News | The TDR system has been further simplified by the Pune Municipal Corporation (PMC) to speed up land acquisition. In the first phase of TDR, the process of land acquisition happened after the approval of the municipal commissioner. In the second phase, the additional municipal commissioner has been empowered to acquire land without taking the approval from the municipal commissioner and the standing committee. (Pune PMC News)

The PMC gives cash compensation, TDRs or additional FSI to land owners, whose land it acquired. However, the process is very time-consuming. Many shortcomings are spotted in the file for the compensation such as missing documents, wrong entries, discrepancies in the area on site and on paper, etc. Once the file arrives at the TDR cell, it is again sent to the Legal Department, Estate Management Department, the Additional Commissioner’s Office, Vigilance Department and the Civic Chief’s office. A lot of time is lost in all this.

The civic body has financial constraints. Hence, it is impossible to acquire reserved plots through cash compensation. Therefore, more land is acquired through TDRs. However, the process is time-consuming. Land owners demand cash compensation. This delays land acquisition and projects. This led the civic body to ponder over simplifying the TDR process in the past two years.

Priority was given to simplifying the TDR system. Thus, it was decided that the process of land acquisition happened after the approval of the municipal commissioner in the first phase of TDR. In the second phase, the additional municipal commissioner has been empowered to acquire land without taking the approval from the municipal commissioner and the standing committee.

Views of the Legal Department were sought on the decision. The Standing Committee’s approval was mandatory if cash compensation is awarded. However, TDR does not directly involve a financial deal. If the land acquisition is happening after a compromise on TDR, the Standing Committee’s approval is not necessary, stated the Legal Department.

Therefore, Municipal Commissioner Vikram Kumar granted the power to the additional municipal commissioner for the same from Friday.
