PMC Building Development Permission | PMC’s building construction department earns revenue of Rs 2,000 crore; income 170 per cent more than target set by standing panel

Pune : NpNews24 OnlinePMC Building Development Permission | The construction industry had suffered a setback during the last two years, but it seems it is coming back on track after the second wave of coronavirus. The government had given a discount in the stamp duty to give a boost to the construction industry and implementation of Unified DC Rules has resulted in the PMC’s building development permission department getting a revenue of Rs 2002 crore in 2021-22. What is noteworthy is that this is 170 pc more than the target set by the standing committee and is the highest revenue collected so far.

 

According to the 2021-22 budget, an income of Rs 1,185 crore was expected. Because of the recession in the construction industry since 2016-17, the revenue of the building construction department was limited to Rs 600-700 crore. In March 2020, the sector was hit by corona and lockdown. Hence, the income had come down to Rs 507 crore. Meanwhile, the government had implemented Unified DC Rules last year. A large number of proposals were received due to the discount in stamp duty charges till December 2021. In this financial year, 698 proposals and 2,775 constructions were given permission. The department has earned a revenue of Rs 2,002 crore.

 

PMC City Engineer Prashant Waghmare said that the civic body is making efforts to increase the income and a separate Auto DCR cell has been started to give permission for new constructions. As per the PMC’s 2017 building development rules, the charges levied on balcony and the staircase had been cancelled. Likewise, the charges being levied on terrace, passage, lift were being collected as premium charges. In 2020, while implementing Unified DC Rules, the P Line concept was started. A new concept of ancillary FSI has been used by charging 15 pc of RR rates on FSI. This has helped in increasing the revenue.

 

In the 11 villages merged in PMC limits, permission for construction has been given by PMRDA. It has earned a revenue of Rs 300 crore from this. Basic facilities are being provided in these villages by the PMC. There is a need to set up a network of basic amenities in these villages. Hence, correspondence is going on at the official level to give the Rs 300 crore earned by PMRDA to the civic body.

 

The civic body has earned a revenue of more than Rs 6 thousand crores in 2020-21. The building construction department has contributed Rs 2,000 crores, property tax department Rs 1,846 crores, GST dues of Rs 1,850 crores and Rs 200 crores from the state government for stamp duty, LBT and property department.

 

Even during the corona pandemic, the civic body has earned an income of Rs 1,400 crore more compared to last year which is a historical achievement.
