New Delhi, Nov 13 (IANS) A 33-year-old woman was found dead at an OYO hotel room in north Delhi’s Alipur.At around 10.30 a.m. on Tuesday, the woman, a resident of Khera Kalan, was found in her room by the hotel staffers who thought her to be unconscious and informed the police.

But when the police took her to a hospital, the doctors there declared her to be dead. The room was booked by her and accused Vicky Mann (21), a resident of Alipur.

Police said they booked the hotel room to celebrate the accused’s birthday. During the celebration, both consumed alcohol and had an altercation. Mann attacked the victim and escaped from the hotel.The accused has been arrested. Further investigation is underway, said Alipur SHO Sunil Kumar.

Lucknow, Nov 13 (IANS) The Yogi Adityanath government in Uttar Pradesh will felicitate the top ten Goods and Services Tax (GST) payers in each district and at the state level.

According to official sources, it has also decided to provide insurance of Rs 10 lakh to the registered GST payers in the state and is also mulling the provision of pension for them.

The Yogi government has come up with unique steps to improve GST collection in the state and the idea is to achieve one lakh crore rupees of annual revenue collection.In a review meeting with commercial tax officers of the state on Tuesday evening, Chief Minister Yogi Adityanath asked them to launch an awareness programme for the business community to educate them about the benefits of getting registered under GST and also the procedure to file the return.

The Chief Minister said that there is still need for more registrations of businessmen in the state under GST. The traders’ welfare board, along with the commercial tax department, will launch a drive also to improve tax collection.UP’s target for GST collection in this financial year is around Rs 77,640 crores.

Thiruvananthapuram, Nov 13 (IANS) With the Supreme Court set to deliver its final verdict on a batch of petitions seeking re-examination of its decision to allow entry of women of all age group to the famed Sabarimala temple on Thursday, the Travancore Devasom Board (TDB) said they will abide by the top court’s decision.

TDB is the body that looks after the administration of most temples in South Kerala districts, including Sabarimala.At present, TDB is headed by former CPI-M legislator A. Padmakumar.”The final verdict will come tomorrow. We are duty bound to abide by the court’s ruling,” Padmakumar told the media persons. “I have full faith in the SC and whatever is the verdict, both the TDB and the government will accept it,” said Padmakumar, whose three-year-term will end tomorrow.

It was on September 28 last year that the apex court allowed women of all ages to enter the temple and following that it was a free for all between right-wing forces which stood guard and chased away women in the age group of 10 and 50, with the Kerala Police trying their best to see that the verdict was adhered to in letter and spirit.

The top court is now expected to give its final verdict after 64 review petitions have been filed asking the apex court to ensure that traditions and culture of the famed temple is protected.Meanwhile State Minister of Devasoms (the body that looks after all temples in Kerala) Kadakampally Surendran said let the verdict come.State BJP spokesperson M.T. Ramesh said that he expects a verdict which will favour the believers.”The BJP is expecting a positive verdict that will protect the temple tradition and culture.

 

Should it be otherwise, other constitutional ways would be looked into,” said Ramesh.Incidentally, Prime Minister Narendra Modi, while on his campaign at the recent Lok Sabha polls in the state, had assured that the Centre would make efforts to provide constitutional protection for the state’s faiths and beliefs.Besides its poll manifesto, BJP had made a mention of the Sabarimala controversy, saying it would “endeavour to secure constitutional protection on issues related to faith and belief”.

The Congress had time and again asked the BJP government to see that appropriate amendments are done to protect faith and tradition.Meanwhile, all arrangements are in place for the two-month-long festival season of the famed Sabarimala Ayyappa temple in Kerala that opens for pilgrims on Sunday.The Kerala Police has made the routine security arrangements by posting around 2500 police officials in and around the temple complex, which has been the practice.

New Delhi, Nov 13 (IANS) Airtel and Vodafone Idea are discussing with their legal teams on filing petitions for reviewing the Supreme Court’s recent order on adjusted gross revenue (AGR) after the Department of Telecom (DOT) told them to approach the court in this regard.

Any review petition is required to be filed by November 24 as there is a time limit of a month to file for reviewing a court order.A binding decision of the Supreme Court or High Court can be reviewed through a review petition on the ground of apparent error.

Under the Supreme Court Rules, 1966, such a petition needs to be filed within 30 days from the date of judgement or order. Both the telecom companies in question did not respond to queries on the issue sent by IANS.According to informed sources, however, both companies are discussing with their legal teams on the grounds for reviewing the court order.

The deadline for paying the AGR amount is Rs 83,000 crore is January 24, including Rs 43,000 crore for Airtel and Rs 40,000 crore for Vodafone Idea. A government Secretaries’ panel is looking at providing relief to telcos through levy reductions in licence fee and the USO Fund.Vodafone Idea had earlier said that it would go for a review petition, noting that it will study the ruling along with legal advisers to determine next steps, including “a review application if there are technical or procedural grounds for doing so”.

According to Telecom Ministry officials, other companies and licensees like PGCIL, RailTel, Internet Service Providers, Prasar Bharti, satellite communications providers and cable operators will all come under the AGR definition backed by the Supreme Court and, as such, their dues too need to be calculated.

But the details are being studied for such companies who are not telecom service providers. This proposed decision of the telcos to approach the apex court again may have come after the DoT and the Secretaries panel are learnt to have conveyed to the companies that the court order is best reviewed by a review petition and the government is unlikely to intervene on behalf of the private sector.

DoT is also mindful of the 2012 apex court verdict on the spectrum allocation procedure on first-come-first-served basis which was nullified by the Supreme Court which cancelled 122 2G licenees awarded by the previous UPA government. Declaring the allocation of 2G spectrum by the Congress-led United Progressive Alliance (UPA) government “illegal” and an example of the arbitrary exercise of power, the Supreme Court had cancelled all 122 telecom licenses.

New Delhi, Nov 13 (IANS) A protest by students on Wednesday forced the administration of the Jawaharlal Nehru University (JNU) here to shift the venue of a crucial meeting of its Executive Council convened for discussing the new draft hostel manual among other important issues.The students have also called for “occupying” the administration block of varsity, popularly known as the ‘Pink Palace’.

The students, agitating against fee hike and other changes proposed in the hostel manual, laid virtual siege to the Convention Centre where the JNU Executive Council was to meet, forcing the administration to change the venue to some undisclosed place.The JNU Students Union (JNUSU) had announced on Tuesday that it will be holding a protest outside the university campus during the Executive Council meeting on Wednesday against the draft hostel manual.

Though many claim that the new venue of the meeting was not disclosed to any member of the EC, there are reports that the new venue was the Association of Indian Universities (AIU) house, that lies outside the campus.According to an email, purportedly sent by the JNU Registrar and whose screenshot was being circulated on social media by the JNUSU vice-president Saket Moon, the Executive Council members were asked to reach the new venue as soon as possible.”As you have already been informed telephonically/through JNU security that in case of any problems in conducting EC meeting at Convention centre, the venue may be changed,” the email said.

The students have also accused the varsity administration of deploying police force in the campus, both in uniform and in civilian clothes.They also accused the administration of locking down the gates of the university, and turning it into a “jail”.”JNU admin locked JNU gates and turned JNU into a jail,” former president of JNUSU, N. Sai Balaji told media while sharing pictures of security guards locking the gates of the university.”At a time when the admin wants to push us out of our hostels we have taken up residence inside the Pink Palace,” Balaji appealed to students of JNU.

“The JNUSU appeals all students to come to the Pink Palace to reclaim it from the admin which has illegally made it a den of iniquities and oppression,” he added.The students’ union has been on a strike against the draft hostel manual, approved by the Inter-Hall administration, which it claims has provisions for hostel fee hike, dress code and curfew timings.The agitating students are demanding a meeting with the vice-chancellor on the issue of draft hostel manual which was finalised on October 28.

It is the hostel draft manual that is at the heart of the controversy as it proposes a hike in hostel fees and other changes in the university which the administration claims were due for over 14 years now.The students now want the EC members to raise the issue and ensure that the draft hostel manual is not implemented.On Monday, thousands of JNU students clashed with the police as their protest over the steep fee hike escalated, leaving Union Human Resource Development Minister Ramesh Pokhriyal ‘Nishank’ confined for over five hours at the venue of the university’s convocation.

The scheme aims to curb the number of cars on roads and to limit the pollution caused by them. It is applicable in Delhi from Monday to Saturday between 8 a.m. and 8 p.m with violation of the scheme attracting a penalty of Rs 4,000.

“A PIL was filed in the court challenging the ood-even vehicle rationing scheme by the Delhi government. After a brief hearing on the matter, the apex court issued notice to Delhi government challenging it’s decision to enforce odd-even scheme to regulate movements of private vehicles on roads. The government claims this scheme plays a major role in reducing air pollution in the city. The next hearing on the matter is on Friday.

Panaji, Nov 13 (IANS) The finalisation of a professional firm to salvage a naphtha-laden tanker which ran aground off the Goa coast here, last month, may take a week more, a statement issued by the Chief Minister’s Office said on Wednesday.The statement comes a day after Chief Minister Pramod Sawant had maintained that the tender would be finalised and all modalities would be worked out by Wednesday.

The communique also said that while two companies had bid for salvaging the unmanned tanker Nu Shi Nalini, one of the bidders had withdrawn, with a Dutch company Marine Masters BV being the only one left in the fray.”The work will be awarded to a ‘professional salvor’ after approval of Committee’s recommendation by the inter-ministerial committee at Government of India level, possibly within a week,” the statement said.

The five-member panel includes officials of the Director General (Shipping), Goa Chief Secretary among others which had been appointed to finalise a professional salvor for tackling the crisis posed by the grounded ship.”After inspecting the ship, two international salvage firms finally participated in the bid process viz. M/s SMIT Salvage Pte Ltd., Singapore and M/s Marine Masters B.V. However, M/s SMIT Salvage Pte Ltd. finally backed out,” the statement also said.

The unmanned tanker Nu Shi Nalini ran aground on October 26 on the rocky shelf off Panaji near Raj Bhavan — the official residence of the Governor — after it was caught in a storm off the state, and has not moved position since.A multi-agency operation, involving the Indian Navy, Indian Coast Guard, DG (Shipping), the Mormugao Port Trust and other state agencies, was subsequently launched to transfer the naphtha and nearly 50 tons of oil and 19 tons of diesel to other vessels.

The joint operation, however, failed on account of stormy weather and a minor accident resulted in the vessel continuing to pose a threat to the coastal area on account of its hazardous cargo.The Goa-based Port Trust now maintains that the bottom of the tanker is likely to give way and the coastline of Goa is now under ecological threat on account of the vessel’s cargo.The Opposition has strongly criticised Sawant for not being firm enough in his resolve to tackle the crisis as well as punish those responsible for putting Goa at ecological risk.

Hyderabad, Nov 13 (IANS) Another employee of Telangana State Road Transport Corporation (TSRTC) committed suicide while the indefinite strike entered 40th day on Wednesday.Depressed over not receiving salary for two months and due to fear of losing his job, a driver of TSRTC ended his life in Mahabubabad town.

The driver, identified as A. Naresh, consumed pesticide at home. He was rushed to hospital where he was declared dead.As the news of the driver’s suicide spread, large number of TSRTC workers rushed to the hospital, carried the body to the bus depot and launched the protest. Tension prevailed as police tried to prevent protesters from entering the depot.

Naresh is the fifth employee of TSRTC to commit suicide since the beginning of the strike on October 5 by nearly 50,000 employees to press for various demands. Leaders of TSRTC unions claimed that more than 10 other employees died of cardiac arrest during last 40 days.

The employees continued their strike despite the government rejecting all their demands and setting deadline twice for them to return to work. Only about 1,300 employees rejoined duty.The stalemate continued even after Telangana High Court directed the government and TSRTC to initiate steps to resolve the issue. Both the government and employees are sticking to their stand.

The High Court on Tuesday proposed a committe with three retired judges of the Supreme Court to study and resolve the strike.The government is yet to respond to the suggestion while Joint Action Committee (JAC) of TSRTC employees which is spearheading the strike has welcomed the suggestion.
